Our Objectives
Designing Hong Kong Harbour District
is a 6-month project aimed at kick-starting consensus building among government,
civic and business sectors on sustainable planning principles for the
Harbour District.
The ultimate deliverable is a report identifying the key principles for
a sustainable planning process to guide capacity building to deal with
9.2 million residents and 70 million tourists by 2030. Our starting point
is the sustainable protection of the harbour and five core principles:
- Quality of life
vs transport led planning
- Planning for
the benefit for all
- Public participation
and ongoing consultation
- Single accountability
for the planning and implementation process
- Integrated planning
for the entire Harbour District, including the harbour, the waterfronts
and the surrounding districts.

We are organizing a series of meetings, conferences and seminars,
where we gather opinions and ideas for Designing Hong Kong Harbour District:

Our
research further includes:
- Desk
research

Research interviews with opinion shapers and leaders involved in planning
decisions
- A
workshop to build consensus among the research participants on priority
of the principles

A survey of various community groups via the Chambers of Commerce (American,
Australian, Canadian, HK General Chamber), via professional groups like
the Urban Design Alliance/HK Institute of Planners/HK Institute of Architects,
and via groups which are members of the People's Council on Sustainable
Development.
The
final output of this research project will be a report to the Government
on Principles for Designing and Managing Hong Kong Harbour District.
An Independent Panel, including Prof Peter Hills, Prof KC Lam and Ms.
Terri Mottershead will verify that the report to the Government is a fair
and balanced reflection of the research findings.
What
will happen after May 2004
Following completion of this project end-May, we plan to review the progress
we have made with advisors, endorsers, supporters and sponsors. If needed
to sustain this effort, the organizers may propose the formation of a
more permanent structure bringing civic, business and Government sectors
together on sustainable planning for the Harbour District.
